We’re looking for a Data Governance Lead to join our Technology team in Salford Quays, Manchester, Haywards Heath, West Sussex, or our offices in Guernsey. 
 
As the Data Governance Lead, you’ll be accountable and responsible for the Data Governance of the IT Data Operations teams ensuring that data quality and assurance is at the forefront of your role at First Central and provide the organisation with Data Governance subject knowledge expertise.
 
You’ll lead and ensure the Company’s operational data quality and assurance systems and platforms are highly available, resilient, scalable, secure and performant and delivered in line with business demand and to agreed service levels.
 
Responsible for the day to day delivery and long term strategy data governance ensuring strategic change, and BAU change data quality and governance is delivered on time and cost, engaging with Development, Architecture, Data Change, IT Ops, business teams, and senior stake holders.
 
Driving evolutionary change, coaching and driving forward new behaviors, a vision, building and developing the team in support with the Head if Data Operations.   

To be successful in this role, you’ll need to:
 
  • Have a strong leadership and technical leadership background in a fast pace environment ideally in an insurance setting
  • You have a good understanding of cloud platforms and services; Microsoft Azure DevOps, ITIL, Azure Synapse, Databricks, PowerBI, Data Factory, HD Insights, Python Sparks
  • Have a strong IT service background and ability to profile data
 
Job responsibilities
 
  • Accountability for the continued development and delivery of the Data Operations Data Governance support teams.
  • Support the implementation of the  annual data governance strategy which is aligned to the wider IT strategy containing objectives, departmental initiatives, SLAs and KPIs
  • Develop, implement, establish and manage a world class data governance l function
  • Lead delivery of data quality standards within a large, complex organisation following Agile methodologies
  • Use your knowledge and expertise of Data Governance to support the FCG business Analytics & insights
  • Oversight and reporting of risks caused as a result of ineffective management of data throughout the SDLC lifecycle
  • Work closely with business source system data owners, users, and custodians to ensure the root cause of reported data issues are understood and remediated in accordance with defined standards
  • Management of the data catalogue to ensure the business and technical data definitions, data lineage and associated meta-data have been appropriately captured and documented in accordance with the respective standards
  • To support the embedding and maintaining data governance policies, artefacts and controls in data solutions, in line with legal and regulatory requirements, ensuring alignment with enterprise wide data governance practices, demonstrating effectiveness for the integrity of data.
  • Support and drive adoption and compliance of the data governance applications and technologies for data administration, quality and audit
  • Responsible to define the technical functional requirements  of Data Governance for all FCG platforms of Data Governance
  • To liaise closely with business governance functions within FCG to ensure alignment of information governance, such as legal, risk, regulatory and HR
  • Responsible to establishing & maintaining Data Quality Scorecards to pro-actively monitor and report on data quality across the solution. Provide reports on the current state of data governance compliance within the data solutions through effective creation, monitoring and reporting of KPI's and KRI's
  • To manage the Governance Library including all data governance artefacts
  • To provide support and guidance in the application of methods and lifecycle management of information and data to support design, development, delivery, implementation and exploitation of data
  • To liaise closely with Data Domain Owners, Data Owners, Business, Data Stewards and custodians to support their management of data assets in line with the requirements
  • Work with FCG colleagues and 3rd parties ensuring any external data used by FCG is compliant with the Data Governance and Legal standards and is of good quality
  • To liaise with external vendors to understand current and emerging information methods and lifecycle management tools and techniques
  • Provide reports on the current state of data governance compliance within the data solutions through effective creation, monitoring and reporting of KPI's
  • To provide education and training on data governance, methods and lifecycle management
  •  To actively promote understanding through communication and provision of advice and guidance on the application of data governance
 
Skills, knowledge & experience
 
  • Significant experience in a senior data role.
  • Good experience/understanding of all elements of data engineering (extract/transform/load), visualisation, analytics and machine learning
  • Maintain and delpoy and Data Governance Systems and Controls.
  • An understanding of how to implement data policies and procedures.
  • Excellent understanding of data governance delivery alligned to  IT Service
  • Understanding of Data Modelling from Conceptual through to Physical
  • Supplier & contract management experience
  • Good experience/understanding for CD/CI process
  • Experience of Data Lineage, Data Catalogue and Meta Data Management
  • Data governance processes, tools and techniques used to deliver highly available, performance and scalable platforms and systems to distributed customer and user communities.
  • Good understanding of data system architectures including storage, compute (including analytics & machine learning)
  • Insurance experience prefferred, but not essential
  • Understanding of Data Modelling concepts such as TOGAF
  • An understanding of Lean / Continuous Improvement tools, thinking and methodologies
  • People management and leadership and ability to motivate employees in a high pressurised environment.
